Weston's 2012 Special Town Meeting took place Monday night at Weston High School.Town Meeting Moderator Wendy Spector had to delay the scheduled 7:30 p.m. start slightly in order to allow a quorum of 80 voters to arrive.

When the meeting did begin, at about 7:40 p.m., voters moved quickly through the articles, leading to an adjournment at about 8:30 p.m.

Article 1: AMEND FISCAL YEAR 2013 OPERATING BUDGET (requires majority vote) – Passed by voice vote.

Article 2: APPROPRIATE TO OTHER POST EMPLOYMENT BENEFITS (OPEB) TRUST FUND (requires majority vote) – Passed by voice vote.

Article 3: AUTHORIZE REVOLVING ACCOUNT – PLANNING BOARD (requires majority vote) – Passed by voice vote.

Article 4: APPROPRIATE FOR HISTORIC RESOURCES (requires majority vote) –  Passed by voice vote.

Article 5: APPROPRIATE FOR RECREATION – DESIGN FEES (requires majority vote) – Passed by voice vote.

Article 6: APPROPRIATE FOR HISTORIC RESOURCES – 88 NORTH AVENUE (requires majority vote) – Passed by voice vote.

Article 7: AMEND ZONING BY-LAW - REPLACEMENT CONSTRUCTION – Passed over/disposed of by voice vote.

Article 8: AMEND ZONING BY-LAW – EARTH REMOVAL AND MOVEMENT AND GENERAL BY-LAWS – MATERIAL REMOVAL (requires a two-thirds vote) – Passed by unanimous voice vote with the following amendments to the article printed in the Warrant:

  • Delete the first paragraph under "3. Earth Removal and Movement" and replace it with "The goal of this Earth Removal and Movement By-law is to minimize land disturbance and to achieve a condition where material being imported to a site is equal to or greater than the amount being removed from the site."
  • Insert a new provision in Section 3.a. clarifying another circumstance in which Removal of Earth is allowed without a special permit as follows: "(v) Removal of up to 1,000 cubic yards of material in Residential Districts A & B and 750 cubic yards of material in Residential Districts C & D where the removal of material is required to allow for proper drainage away from a foundation."
