It is essential that the Affordable Care Act be implemented fully and immediately. Tens of millions of people who now lack health insurance stand to gain the ability to purchase affordable coverage. Any delay, such as the one year called for by Tea Party Republicans, would be a great loss in itself and could lead to further delays and a dismembering of the law.
As long as insurance companies can make money by dodging bad risks and dumping sick patients, they will do so. Now that more people will have coverage soon, insurers will have more incentive to focus on cost and quality.
Obama Care includes a number of important pilot programs aimed at achieving lower cost and providing good quality. There are already many successful health care organizations that achieve better quality care with lower costs. The Affordable Care Act will push more organizations to provide good quality, lower cost care. We will need over the years to follow through with additional legislation, building on Obama Care to control costs and improve quality.
